HIICAP Program
Health Insurance: You know how hard it is to get objective information about health insurance. It's hard to get advice on what kinds of policies best suit your needs, the amount of coverage you should have and how to take full advantage of the coverage you do have. Untold amounts of money are being wasted by consumers because of confusing or inaccurate information about health insurance coverage and claim procedures.
Trained Counselors are available to all Madison County residents aged 60 and over. Trained counselors who have completed a state training program are available to help understand Medicare and private insurance plans, help process claims, advocate on your behalf when necessary, and make referrals to supporting agencies, including legal services, when your concerns go beyond the scope of this program.

Who pays for HIICAP Counselors?
There is no charge for this service however, contributions are accepted and will be used to enhance the program.
Who do I contact for an appointment?
Call the Madison County Office for the Aging to be linked with the HIICAP counselor in your area. The Counselors are available by appointment only. Call the Office for the Aging at 697-5700.
This Program is a combined effort between the Madison County Office for the Aging and the Retired & Senior Volunteer Program (RSVP) of Madison County.
